Court Fee Payment – Just One Click Away

In May 2021, the platform taxatimbru.ro was launched – an information society service that allows court stamp duties (taxa judiciară de timbru) to be paid online, safely, simply, and quickly, 24/7.

The platform integrates a calculator through which users can determine the exact amount of the court fee to be paid. The payment process is user-friendly and, within 1 to 4 minutes, the payer receives a confirmation of payment by email.

What are court stamp duties?

Under Romanian law, for all actions and applications filed with the courts, as well as for petitions addressed to the Ministry of Justice or the Prosecutor’s Office attached to the High Court of Cassation and Justice, a stamp duty must be paid.

The amount is calculated depending on the object of the claim and is owed both by individuals and legal entities. In practice, these taxes represent payment for the services provided by the judiciary and related institutions.

Court fees must always be paid in advance.

When filing a claim, the court establishes the fee and grants the party a 10-day deadline to comply, under penalty of having the action rejected if payment is not made.

How are these fees usually paid?

According to the law, stamp duties may be paid:

  • in cash,
  • by bank transfer,
  • or online, into a special account belonging to the local administrative unit where the individual resides or the company is registered.

If the taxpayer has no residence or headquarters in Romania, the fee is paid into the account of the local administrative unit where the competent court is located.

For those familiar with online banking, this traditionally means:

  1. identifying the correct account,
  2. calculating the fee,
  3. and manually initiating the payment.

Unfortunately, many local authority websites do not provide this information, and with over 3,200 administrative units in Romania, the lack of transparency is significant.

For those who prefer to pay at the counter, the process can be even more frustrating: finding parking, waiting in line, and going through unnecessary bureaucracy.

All of this translates into lost time and wasted resources.
